Cyril Hartill joined Exeter from Wigan. The press reported the following when Cyril was signed in the summer of 1939.
"Exeter City's new signing's are completed by the transfer of a very promising young outside-left, C. Hartill, from Wigan Athletic in the Cheshire League."
Although he did not play in the first team league games in the 1939/40, he played in the practice games for the 1st team and in the Southern League for the Reserves
