Kelly played for Exeter City in the Plymouth and District League before the club turned professional in 1908.

After appearing in the public practice match at the start of the 1906/07 campaign, he made his sole first-team appearance for Exeter City at Torpoint on 2 February 1907 before switching to Dawlish for the 1907/08 campaign.
