Steve Flack scored a last-gasp goal to seal a remarkable comeback.
Shrewsbury opened the scoring after half-time when Lee Lawrence converted a precise Martin O'Connor corner.
O'Connor again acted as provider for Duane Darby to slot home past James Bittner - before Dean Moxey gave Exeter a lifeline.
Five minutes remained when he headed home Alex Jeannin's accurate free-kick - and Moxey turned provider for Flack to net from close range.
