Exeter keeper James Bittner was sent off against Hereford for the second time in a week as his side suffered a second successive home defeat.
Bittner saw red again for deliberate handball on the stroke of half-time.
Replacement Martin Rice's first job was to pick the ball out of the net as Daniel Williams converted the resulting free-kick.
Hereford keeper Mathew Baker made a string of fine saves as Hereford held out for all three points.
