Bristol Rovers had the greater share of possession but a goalless draw with struggling Exeter was probably a fair result.
Exeter goalkeeper Kevin Miller produced a series of good saves to keep his side in the game, stopping a header from Robert Quinn and shots from Wayne Carlisle and Michele Di Piedi.
The home side had a shot from Barry McConnell hacked clear and saw a header from big striker Steve Flack go just wide.
