Oxford kept alive their promotion hopes with a point at Exeter, but the unhappy home side did little to relieve their relegation worries.
Exeter's Andy Roscoe was penalised for handball in the ninth minute and United skipper Andy Crosby netted from the spot.
Within a minute Exeter were back on terms thanks to Sean Devine and they nudged in front in the 24th minute as Justin Walker headed in.
But in the 68th minute Exeter's defence went to sleep and Andy Scott netted from Bobby Ford's corner.
