Richard Horne administered the City Foundation, a not-for-profit lottery scheme, between 2012 and 2022.

Richard, a former emergency planning officer at Devon County Council, had previously chaired the club's safety advisory group before taking over the administration of the City Foundation. A lottery scheme, based on a monthly subscription, the purpose of the City Foundation was to plough back money into ‘good causes’ at the club.

Richard handed over his foundation responsibilities to Phil Broom after ten years in post.
