Arthur Martin was a steward at Exeter City in the late 1940s having previously been a referee. 

A Southern League referee before the Second World War, Arthur was also the Exeter & District Football League's referee appointments secretary.

His grandson Clive Martin was involved in local football for many years, most notably with Exwick Villa,  and was well-known for his Devon & Exeter Past Football Teams Facebook page.
