Not Exeter v Watford.Probably Watford v Hereford at Vicarage Road as away player looks like Phil Burrows.

Having done a bit of research, I can confirm that this photo was taken on April 29th, 1978 at Watford.
Doubly interesting photo in that the away skipper is Hugh Fisher of Southport and this was their last ever game in the football league.
I believe that Elton John made sure Ron got the match ball after the game as this was his last game as a league referee.
