Exeter City's first ever visit to the Ipswich ground resulted in a draw, which was a fair reflex of the game. Defences were too strong for the attacks on both sides. McLuckie, formerly of Aston Villa and Manchester City, was the outstanding player in the home team, while Bowl and Bussey were the City forwards who gave the Ipswich defence the most trouble. It was a bright and sunny afternoon at Ipswich, but the weather here was much colder than it had been at Exeter, and there were heaps of snow piled up round the touch-lines as a reminder of the recent Arctic conditions.

City: Church; Brown, Clarke; Walker, Angus, Fellowes; Turnbull, Bussey, Bowl, Ebdon, Rich.
Referee:- Mr R. G. Rudd, of Croydon.
The playing pitch itself was in excellent condition, whilst the ground, although small and compact, was better than most seen in the Third Division. The attendance was 13,000. Bussey gave Exeter the lead from a penalty, awarded against Dale for charging Rich in the back, after 29 minutes. A few minutes later Ipswich were given a penalty when Angus tackled Jones and Fletcher took the kick to level the scores. Five minutes before the interval Ebdon gave Exeter the lead again. After 27 minutes' play in the second half Bell shot through in a goalmouth mix-up to give Ipswich an undeserved equaliser.

Dismal weather marked the concluding match of the 1938 programme at St James's Park, where Exeter kicked off in a morass of mud. After fifteen minutes Norwich took the lead, Plunkett heading into the roof of the net from close range.
