In the mid-1990s Phil was playing for St Austell before he later moved into management.

A particular highlight of Phil's management career was his stint at St Austell between 2014 and 2016 when the club won the SW Peninsula League, two Cornwall Senior Cups and reached the semi-finals of the FA Vase.

While at St Austell Phil managed his side in a pre-season friendly against Exeter City on 4 August 2015. City won 5-0.

Phil was later jointly in charge of the newly-inaugurated Kernow team that was intended to take part in CONIFA competitions.

He became manager of St Blazey in February 2021 and, during the following season, ex-Grecian Lee Phillips was briefly part of the St Blazey set-up.

At the start of 2022/23 Phil stepped down from the position of manager but retained a director of football-style role at Blaise Park.

As of early 2023 Phil was proprietor of the Britannia Inn between Par and St Austell.
