Stephen joined Exeter for the 2012 pre-season tour that included matches in Guernsey and Dorchetser.
In the programme the manager described the player as a versatile player just 24-year-old, who can play anywhere down the left-hand side.
He was with Rotherham for five years has scored 14 goals in 48 appearances for Stalybridge Celtic.
"Brogan played non-league football last season and has just been away with the England C Team actually," said Paul Tisdale
"He was previously with Rotherham and actually made his comeback from a broken leg in the game where we were promoted, having been out for 15 months. I remember him from that time and he was a good young player who had a bad injury and is now on the way back up again.
"He has had a very good season at Stalybridge Celtic and is in the England C Team and I've said to him for the last two years that when he was back and firing again that I'd give him the opportunity to come here on trial and he has chosen to do that.
He did not sign for Exeter and opted to move to Forest Green, where he stayed for 2 seasons, he later played for Southport, Staylbridge Celtic, Gainsborough Trinity, North Ferriby, Boston and in 2018 joined Spennymoor.
